Co-develop a Citizen Participation Policy inspired by best practices, establishing a clear and inclusive decision-making process. Transparency and dialogue will build trust and accelerate project implementation through stronger social acceptability.

• Update the role of municipal councillors so that they act as a community liaison, promoting dialogue through town hall meetings in each district and new tools to support rigorous follow-ups.

• Establish inclusive rules for council working committees so that all elected officials, regardless of political affiliation, can participate, develop their knowledge base, and ensure political succession, thus including everyone’s contribution in the decision-making process.

• Rename the council chamber “Citizen Agora”, making it a central place for democracy, meetings, and dialogue between residents and elected officials, beyond public council meetings.
